Agriculture-Central Sector Schemes

  • 1. National Food Security Mission (NFSM): NFSM was launched in October 2007. Mission targets to achieve 13 million tonnes of additional foodgrains production comprising of Rice – 5 million tonnes, Wheat- 3 million tonnes, Pulses- 3 million tonnes and Coarse Cereals- 2 million tonnes by 2019-20.Physical Achievements : Cluster Demonstation=101700 hectors and Seed Distribution: 164206 Qtl.

    2. Prime Minister Krishi Sinchayee Yojana: The vision of the yojana is to extend the coverage of irrigation ‘Har Khet Ko Pani’ and improving water use efficiency ‘More crop per drop' in a focused manner with end to end solution on source creation, distribution, management, field application and extension activities. The scheme was launched in 2015.

    3. Green Revolution -Krishonnati Scheme: The umbrella scheme, "Green Revolution – Krishonnati Yojana" will continue upto 2019-20 comprises of 11 Schemes/Missions. These schemes look to develop the agriculture and allied sector in a holistic and scientific manner to increase the income of farmers by enhancing production, productivity and better returns on produce. MIDH, NFSM, NMSA, SAME, SMSP, SMAM, SMPPQ, ISACES, ISAC, ISAM and NeGP-A are included in the umbrella scheme.

    4. Rashtriya Krishi Vikas Yojana (RKVY): To reorient the current agricultural development strategies to meet the needs of the farmers and for fresh efforts by the Central and State Governments to rejuvenate the agricultural sector so as to achieve 4% annual growth during the 11th Five Year Plan, a new State Plan Scheme of Additional Central Assistance (ACA) for agriculture and allied sectors, namely, RKVY was launched during 2007-08.Targets for (2016-17 to 2018-19): (i) 366333 hec of land for rice, maize pulses, black gram mustar development (ii) farm mechanization: 5005 Nos( tractors, power tillers, threshers, sprinklers etc.) and achievements: 300369 hec at a cost of Rs.12313.15 lakh.

    5. Paramparagata Krishi Vikash Yojana: The Paramparagat Krishi Vikas Yojana (PKVY), launched in 2015, is an extended component of Soil Health Management (SHM) under the National Mission on Sustainable Agriculture (NMSA). PKVY aims at supporting and promoting organic farming, in turn resulting in improvement of soil health. Achievements 401 hect.

    6. Soil Health Card under National Mission on Sustainable Agriculture: National Mission for Sustainable Agriculture (NMSA) has been formulated for enhancing agricultural productivity especially in rainfed areas focusing on integrated farming, water use efficiency, soil health management and synergizing resource conservation. This programme was launched in 2014. Soil Health Management (SHM) is one of the most important interventions under NMSA. SHM aims at promoting Integrated Nutrient Management (INM) through judicious use of chemical fertilisers including secondary and micro nutrients in conjunction with organic manures and bio-fertilisers for improving soil health and its productivity; strengthening of soil and fertiliser testing facilities to provide soil test based recommendations to farmers for improving soil fertility; ensuring quality control requirements of fertilisers, bio-fertilisers and organic fertilisers under Fertiliser Control Order, 1985; upgradation of skill and knowledge of soil testing laboratory staff, extension staff and farmers through training and demonstrations; promoting organic farming practices etc.

    7. National Mission on Oil Seeds & Oil Palm: In 1986, government had launched a Technology Mission on Oilseeds to improve productivity. This resulted in some growth but then growth in this field.

    8. MOVCD: Considering the special observation on the existing fertile soil and favourable climatic conditions in North Eastern Region, GoI has launched a Central Sector Scheme named as Mission Organic Value Chain Development for NE Region during 12th Plan period. Realizing the potential of organic farming in the region North East, the scheme aims at development of certified organic production in a value chain mode to build up a bridge between growers with consumers and to support the sustainable development of entire value chain starting from inputs, seeds, planting materials, certification, to the creation of facilities for collection, post harvest management, aggregation, processing marketing and brand building initiative with an out lay of Rs. 400 crores for the three years from 2015-16. The main motive of this scheme is to ensure safe and healthy food to everyone’s plate.

    9. Cultivation of pulses and oil seeds in rice fellow.

    9. RIDF: Government of India created the RIDF in NABARD in 1995-96, with an initial corpus of Rs.2,000 crore. The main objective of the Fund is to provide loans to State Governments and State-owned corporations to enable them to complete ongoing rural infrastructure projects.
